POSITION DESCRIPTION AND DUTIES




The Computer System Manager (CSM) title is in CUNY’s Classified Managerial Service. In general, employees in this class of positions are responsible for supervising and overseeing a development, implementation, or operations unit of a major system or technology within the University. The CSM functions as part of a team to develop and support University-wide systems, including Enterprise System Platforms.

Typical Work Tasks

    • Assists IT management in setting departmental goals and directions in area(s) of experience and expertise.
    • Plans projects, deliverables, and resources such as staffing to accomplish strategic goals.
    • Oversees service delivery and outcomes in area of responsibility, presenting results to IT management.
    • Assists in evaluating and selecting vendors and manages vendor performance.
    • Upholds and monitors existing CUNY technology policies in area(s) of responsibility.
    • Provides informative communication to the University Community in area of expertise as needed. Plans, develops, and manages training and education programs in area of expertise.
    • Actively maintains an understanding of technology developments within CUNY; may participate in University-wide project groups or committees.


Specific Tasks
This position leads design and implementation of Payroll Interface and North American Payroll modules of its Enterprise Resources Planning (ERP) implementation known as CUNYfirst. In addition, leads the translation of functional requirements for Payroll Interface and North American Payroll modules into a completed Human Capital pillar application. Is responsible for evaluating business requirements for one or more functional areas and for working with appropriate personnel to determine the most effective way to configure these requirements.

The ERP Systems Implementation Manager works closely with other module and pillar managers and vendor consultants and is responsible for the following:

    • Conduct fit/gap analysis sessions.
    • Work with subject matter experts in performing system configuration.
    • Design and develop system and test plans.
    • Create specifications for data conversions, interfaces and reports.
    • Provide knowledge transfer to the CUNY human resources and benefits community.
    • Troubleshoot ongoing application issues.


The Functional Project Manager may adjust responsibilities of the Implementation Manager throughout the project (for example, in later phases, this position will have major responsibilities for designing and executing user acceptance testing).


QUALIFICATION REQUIREMENTS




Minimum Requirements:

    1. A high school diploma or GED and six (6) years of progressively responsible full-time experience supervising or administering and information systems area involving hardware and/or telecommunications equipments operations, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
    2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master’s degree in computer science or a closely related field from an accredited college may be substituted for an additional year of the general work experience.

However, all candidates must possess the 18 months of administrative or managerial experience described above.

Preferred Qualifications:

    • Experience in implementing or supporting the Human Capital Management, Payroll Interface and North American Payroll modules of an industry-leading ERP Human Capital package.
    • Experience with the PeopleSoft HCM product suite is a plus.

While it is not necessary for the individual to have experience in implementing an ERP system, the successful candidate will demonstrate:

    • In-depth understanding of higher education organization, policies, processes, and systems supporting Human Resources, Payroll Interface and North American Payroll, including aspects of both central and campus-based operations, typically gained from having worked with Human Resources and/or Payroll at CUNY.
    • Familiarity with other aspects of Human Resources and related functional areas and how they relate to Human Capital Management and Payroll.
    • Ability to understand ERP system features and capabilities sufficiently to match these to business requirements. This includes features related to data integrity and security.
    • Understanding and ability to apply basic project management disciplines relevant to information technology projects, including the systems project life cycle, quality control, reporting, and project documentation.
    • Skill in working with individuals at many levels and with different types of expertise to arrive at appropriate solutions, often involving compromise, including the ability to determine when to elevate issues beyond a project team and to resolve them in a constructive manner.
    • Ability to listen well to requirements expressed by customers, managers and experts, and to document these accurately and clearly.
    • Understanding of current trends and best practices in Human Resources, Payroll and North American Payroll and the application of technology, and ability to conduct an evaluation to determine which practices could be most beneficial to CUNY.
    • Ability to manage and motivate team members to produce quality deliverables in a timely manner.


Note: While this project will provide career and development opportunities, at times the work will be demanding. The position is based in CUNY's facility at 555 West 57th Street in Manhattan, with occasional travel to locations throughout CUNY and possibly to vendor locations.
