POSITION DESCRIPTION AND DUTIES




Reporting to the President, the Senior Vice President/Chief Operating Officer (COO) is responsible for the planning and day-to-day management of all financial and administrative functions of the College. In partnership with the Chief Academic Officer and Provost of the College, the COO ensures that all financial and administrative functions of the College are performing optimally. The COO ensures that all College and University fiscal policies are implemented and that all appropriate procedures are codified, implemented and reinforced. The COO provides regular financial management reports to the President and to those responsible for financial management operations at the University.

The COO is responsible for developing and implementing campus business and administrative policies and procedures consistent with the University’s Offices of the Chancellor and the Board of Trustees; implementing best practices and business process redesign to enhance the administrative and fiscal services of the College; and developing an annual division-wide plan to support the College’s strategic plan. The COO serves as a member of the President’s executive leadership team and works collaboratively with other executives, students, faculty, and staff, as well as the College’s external constituents.

The COO provides vision, leadership and administrative oversight for the following major functions:

    • Administrative Affairs: Ensures the appropriate and effective administration of institutional resources including capital projects, real estate, risk management and insurance, campus security, environmental health and safety, process and records management, regulatory compliance, and administrative processes.
    • Auxiliary Services: Provides essential services in support of the quality of campus learning and working environment including the bookstore and other retail services, conferences and events, information services, parking services, and campus dining services.
    • Business and Accounting: Provides key business services and ensures an appropriate control environment in accounts receivable, accounts payable, general accounting, grant and contract accounting, purchasing, travel, payroll and asset management. He/She ensures that offices manage the receipt, custody, and disbursement of funds according to University requirements.
    • Facilities: Works with the University and DASNY in matters related to the planning, programming, design, document production, cost estimation, bidding and construction observation of capital projects and maintenance, alteration and repair projects. Exercises appropriate stewardship of physical resources by maintaining, managing, and operating buildings, grounds, infrastructure, and utilities with emphasis on ensuring their productive use and enjoyment by present and future students, faculty, staff, visitors, and the local community.
    • Information Technology: Builds a strong IT support team that delivers quality IT services to the college, consistent with the CUNY enterprising computing strategies.
    • Human Resources: Ensures a quality services environment for employees including recruitment and employment services, employee relations, benefits administration, organizational and professional development, and employee recognition programs.
    • Trusts and Investments: Ensures appropriate stewardship by providing expertise in managing banking services, gift receipting, debt management, and the management of trusts and investments as stipulated by University policy.
    • Enrollment Management: Provides guidance to the Enrollment Management Team, consisting of Admissions, Registrar, Bursar, Financial Aid and Testing.


The COO contributes to the overall strategic planning and effectiveness of the College by: providing vision and acting as a change leader in furthering the College’s future plans and goals at the direction of the President; establishing and monitoring key performance indicators and benchmarks in major operational areas; ensuring appropriate risk assessment, management and controls; developing creative funding models and strategies; keeping abreast of industry trends, best practices, and successful strategies; maintaining a high profile in the College and the community and striving to make frequent contact with administrators, students, faculty, staff, community leaders and citizens to share information and engage in shared problem-solving; and participating in key College committees.


QUALIFICATION REQUIREMENTS




The successful candidate will have the capacity to provide leadership at the institutional level and possess a sense of service to the College’s diverse constituencies, both internal and external. An understanding of the whole enterprise must be combined with a practical project orientation.

Minimum qualifications include: an advanced degree or proven and progressively responsible experience in senior management positions (at least a bachelor’s degree with eight years related experience); impeccable integrity; proven or demonstrated commitment to diversity; demonstrated ability to identify problems, develop alternative solutions, make decisions, achieve consensus on a course of action, and implement programs; excellent written and oral communication skills; exceptional organizational and administrative skills as demonstrated by the ability to manage multiple tasks simultaneously.

Preferred qualifications include: the ability to develop and sustain effective working relationships with diverse constituencies, including external constituencies; extensive experience, knowledge and demonstrated ability to organize, direct and successfully implement business process redesign.
