POSITION DESCRIPTION AND DUTIES




Under supervision, with considerable latitude for independent initiative and judgment, performs professional work of moderate complexity in design, development, implementation and support of Web-enabled interactive computer applications for the college, including, when appropriate, performing as a project leader for the planning and implementation of these highly specialized hardware, software and systems projects. The Web Applications Analyst will report to the Manager of Applications Systems of the Information Technology Resources department.
GENERAL WORK TASKS:
Responsibilities will include the following, as appropriate to carry out assigned projects:
TECHNOLOGY SERVICE DELIVERY:

    • Responsible for complex Web applications projects requiring an in-depth knowledge of computer and communications equipments, operating systems, job control languages, and hardware/software tools;
    • Develop technical architecture of Web sites requiring a Web applications component, including database design, scripting, user interface forms, and content storage;
    • Interact with vendors to acquire and implement new software and hardware, or upgrades and maintenance for them;
    • Write procedure manuals, develop on-line forms, write and maintain user documentation and quick-reference sheets;
    • Develop, modify and test online Web-based computer programs of varied complexity.

PLANNING AND OVERSIGHT:

    • Assist in the preparation and review of computer application feasibility studies and specifications, and new proposals and their evaluations;
    • Assist in studies of active and potential problems related to online Web-based applications and develop appropriate solutions;
    • Conduct cost-benefit and other analyses to quantify recommendations to management;
    • Make formal presentations and submit written reports;
    • Assist in designing sophisticated Web pages, particularly those including a Web application interface;
    • Keep abreast of Internet trends and all applicable technologies, including scripting, security issues, authoring tools, graphic design tools, and new languages;
    • Evaluate and implement new technologies;
    • Supervise and/or act as a project leader for programming projects, particularly for interactive, Web-based applications required by the College;
    • Develop migration procedures from an existing system to a new system;
    • Maintain program and program documentation libraries;
    • Manage application development and coordinate with the database administrator to ensure appropriate data base design;
    • Develop and maintain a business recovery procedure for assigned applications;
    • Advise users regarding appropriate uses and interpretation of data;
    • Analyze, design, and modify Web applications systems and prepare detailed specifications;
    • Develop, review, and recommend methods, procedures and systems;
    • Analyze the practicality and need for specific computer applications;
    • Identify efficient and economical approaches for updating systems;
    • Identify areas where innovative information systems could prove useful;
    • Write systems proposals and functional specifications;
    • Analyze systems problems and recommend solutions;
    • Ensure adherence to performance priorities within established management goals;
    • Keep abreast of the latest developments in the field of computer, communications and Web application technologies;
    • Participate in and/or lead administrative task forces;
    • Assist in coordinating major intra- or inter-college projects;
    • Train and/or arrange training programs for staff/users;
    • Assist in setting and ensuring adherence to programming and documentation standards;
    • Assist in the establishment of software security systems;
    • Assist in establishing and maintaining standards, criteria, and guidelines with respect to design, implementation, testing and use of data;
    • Evaluate packaged applications systems.
    • Assist in the development and administration of short-term training courses for College personnel, and write study manuals;
    • Assist in the evaluation and selection of computer equipment and software for current and anticipated needs;
    • Work with applications users to establish project priorities and schedules.

STAFF MANAGEMENT:
When serving as project manager, will supervise staff assigned to a project team.
OTHER (GENERAL):

    • Ensure compliance with uniform performance standards, procedures, and efficient methods of work;
    • Other related duties as assigned;
    • Whenever necessary, may perform duties described under lower titles.


QUALIFICATION REQUIREMENTS



    1. A High School diploma or GED from an accredited institution.

    2. An equivalent of seven years' experience post-high school that can be met by one of the following:

    • Seven years of full-time work experience in a computer or technology-related position. CUNY considers full-time experience to be 35 hours per week.

    • An Associate's degree plus five years of full-time work experience in a computer or technology-related position.

    • A Bachelor's degree from an accredited institution plus three years of full-time work experience in a computer or technology-related position.

    3. Demonstrated English proficiency, including the ability to speak, read, writes, and understands English well enough to meet minimally acceptable performance standards set for job tasks.

The candidate must have experience in some of the following areas and tools: MS Windows based microcomputers, Unix systems (SUN Solaris desirable), Web based interactive applications development, portal programming, portal server delegated administration, Oracle 9i/10g database Enterprise Edition, Java Servlet and JSP/Java technologies, XML, HTML, CGI, PHP, SHTML, Enterprise Web Content Management Systems (e.g. Stellent ECMS), office automation and Internet tools, Adobe Photoshop, Macromedia Flash, C++, DreamWeaver, SQL queries, Web server administration, SUN One Web Server, SUN One ChilliSoft (ASP), SUN One Active Server Pages, SUN One Directory Server (LDAP).

Requirements for Level 3 may be met by additional education (e.g. college credits or degrees), or experience (e.g. documented applications development projects of at least moderate complexity completed by the candidate, formal peer recognition of work, or other work that demonstrates well above minimum ability and experience required for Level 1 of the title), or certifications (SUN, Oracle, Microsoft), or specialized training completed, pertinent to the applications tools and environment at the College. Technologies of interest, specifically as they relate to applications design and development, are those listed in the previous paragraph.
